In a nutshell

Almost everything costs a card. Your hand: keys + ruler + Home card

How many cards you're dealt: Elizabeth's "Card Bonus: 1 extra card" ringed on England's card; beside it Spain's last open box, "5 Cards 11 VP", ringed next to its three square markers, with Philip's card bonus ringed, and France's last open box, "4 Cards 9 VP", ringed next to its two markers, over Charles IX's "No extra cards". The treasure colour rule on England's cost table: Move (clear), a tan land row, is ringed and tagged CARD; Build Galleon, a pale blue ship row, is ringed and tagged TREASURE, with a treasure counter, face down, beside it. At 8:10.
